With the application of Law n. º 85/2009 of 27 August, compulsory education in Portugal passes from 9 to 12 years. This law also applies to pupils with special education needs so that, in academic year 2012/2013, secondary schools will have these students in classes of 10th Grade. The role of middle leadership in school organizations can be determinant in the successful inclusion of pupils with special education needs in secondary education. However, in parallel, these leaders come up currently grappling with two additional problems: the creation of mega-schools and national examinations. It was in this context of redoubled complexity that, based on a descriptive study, we performed in a group of schools in the District of Viseu which has a unit in operation for multi Congenital Blindness and Deaf, we sought to know how the middle management structures are preparing the arrival of pupils with special education needs to secondary education and which are the constraints and the potentiating factors for success perceived by the middle management structures. Among the constraints pointed out by the middle leadership, we highlight legislation, lack of material, financial and human resources, mentalities and the enormous difficulty of working with pupils with special education needs in the classroom context. Concerning to success enhancer factors we found, for example, the existence of the Unit for multi Congenital Blindness and Deaf, the partnerships established by the grouping schools and the extraordinary involvement of the local autarchy.
