The objective of this study was to study the Municipal Educational Project as a model of educational and formative intervention. Designed locally and as a privileged instrument of a municipal education policy, it presents itself as a new form of governance in which citizens have the right to participate and decide locally in matters that concern them. This is due to the fact that they are the ones who know the local reality and the aspirations of the community, especially the educational community. Based on a recent work that may be considered the reconstitution of the "memory" of the Municipal Educational Project, we try to understand whether there was a contribution to a more coherent, more articulated, more participatory and more a distinctive education service. This study was framed in a qualitative approach, and the case study was the most appropriate strategy for the present investigation. The purpose of the study is not to draw generalized conclusions, but to study and understand a concrete reality. Various sources of information were used, documentary records, a questionnaire survey (members of the PEM Technical Team, PEM Observatory and Standing Committee of the Municipal Council of Education) and autobiographical narrative. From the study carried out, there is a greater conviction that the construction of the Municipal Educational Project can allow for broad participation and capacity building on the part of those involved, contributing to better local development strategies.
