The present dissertation will focus on the Criminal Procedure Applicable to Young Offenders, and for this purpose we will subdivide it into 4 parts: Introduction, Historical Review, The Problem of the Age of Criminal responsibility, and the analysis of the Regime itself. After a brief introduction, we will next take a historical review, in which we will discuss the evolution of the Law of Minors in recent times, both in Portugal and in the field of International Law. We will then analyze the theme of the Age of Criminal responsibility, and we will discuss the doctrinal quarrels of our legal system, and also address some Comparative Law. Finally, we will focus specifically on the Criminal Regime applicable to Young Offenders that is currently in force in our legal system, we will analyze the proposals that have already existed for its amendment, and we will, as far as possible, make our suggestions about the subject. We should point out, however, that we are facing a very complex problem, where we consider that it is difficult to reach absolute conclusions, and so we will express all our opinions in a cautious way.
