In the last three decades, the Portuguese municipalities have recognized their technical capacity and political legitimacy to take on new competences and extend the domains of their intervention in the area of school education. In the realm of concrete action, several municipalities have acted to different requests from schools and even go beyond what the law requires. At the end of the twentieth century, the State recognizes distinct levels of municipal capacity and distinguishes between universal and non-universal competences, opening the possibility of concluding contracts with several of them in the local management of school education and, in 2014, Program, the Government established the figure of the "interadministrative contract" of delegation of competences by the Central Administration in local Administration, betting on the valorization of municipalities and school principals in the local management of school education. In this research work we aim at understanding the locally established governance model, identifying the main changes in the organization of the Municipality of Oliveira de Azeméis and its relationship with schools, which result from the signing of the "municipal education and training contract" signed with the Ministry of Education, as well as distinguishing the strengths and weaknesses identified by the local actors (school and non-school).
