This dissertation analyzes the evolution of migratory flows in Portugal from 1974 to the present day, with a particular focus on public policies designed to integrate immigrants into the Portuguese labor market. The study begins with a historical contextualization of immigration in Portugal, divided into key periods such as the Carnation Revolution, Portugal’s accession to the European Economic Community, the 2008 Financial Crisis, and recent developments up to 2025. It then outlines the immigrant profile, considering variables such as country of origin, qualifications, and professional integration. The research also examines active and passive employment policies targeting the immigrant population, with emphasis on programs such as the Strategic Plan for Migration (2015–2020) and the “Programa Integrar” (2024), evaluating their objectives, effectiveness, and limitations. The methodology follows a mixed-methods approach, combining quantitative analysis of statistical data from sources such as INE, EUROSTAT, and the Portuguese Migration Observatory with a qualitative component based on an interview conducted with, Scientific Director of the Migration Observatory. This combination allowed for a broader and deeper understanding of the migratory phenomenon in Portugal. Findings show that despite progress in public policy, structural challenges remain regarding the recognition of immigrants’ qualifications and their integration into jobs that match their skill sets. The dissertation concludes with proposals to improve strategies for welcoming and valuing immigrant labor, aiming to promote a more inclusive, efficient, and equitable labor market.
