Abstract

This research work main objective is to evaluate a project named "Assembleia de Jovens”, developed in a residential home for boys in the city of Guimarães. Due to its characteristics, this is a project that has into account the literature of social exclusion in children and young people, briefly review at the onset of this research work.
The study carried out here departs from the Implementation analysis Analysis Methodology developed by Mendes (2006), through which we aim at identifying and explaining possible failures that may have conditioned the implementation of the project. This failures can be related with the existence of three types of constraints: feasibility, individual rationality and incentive compatibility.
The development of this work counted with documental research, statistical analysis and interviews to the participants in the project.
The analysis carried out led us to conclude that, although the project has met most of the objectives set out for the 18 months of execution, there are some implementation failures. In spite of these failures, the methodology of participation that the project rehearsed may prove to be an important tool in the routines of children and young people who are in the care of a host institution.
