Abstract
This dissertation assesses the impact of the contractual reorganization implemented through the UNIR Project on the operational efficiency of the intermunicipal public transport network in the Porto Metropolitan Area (AMP), with a focus on Lot 1 (Maia and Matosinhos). The research is based on an ex post approach, supported by supply-side data, allowing for a comparison of the operational context before and after the implementation of the new contractual model. The study includes the construction of a comparable database, developed through the collection and alignment of dispersed information — previous operating licenses, publicly available timetables, and the contractual service plan established in 2024. The analysis focuses on directly observable variables such as route length, number of weekday trips, average service duration, and average frequency. The results indicate a structural improvement in operational efficiency through a significant rationalization of the network, including shorter routes, increased service intensity, and improved regularity. These effects are consistent with the objectives of the competition for the market model, adopted by AMP, and reflect the transition from a fragmented system to a contractually integrated structure. In addition to providing empirical evidence on the effects of the reform, this dissertation proposes a replicable methodology with potential to support the evaluation and planning of public mobility policies in other metropolitan areas.| Date of Award | 23 Oct 2025 |
