The purpose of this thesis is to evaluate the level of competitiveness of two different marine clusters, namely the Norwegian and the Portuguese. For that, the Diamond Model will be firstly applied to allow an analysis of the economic environment in which the clusters belong. Afterwards, the Emerald Model will help accessing the cluster’s overall attractiveness, through a deep analysis of its six dimensions along with the cluster knowledge dynamics. The findings of this qualitative research indicate that the Norwegian seafood cluster is indeed more developed, i.e., more competitive than the Portuguese, namely due to its steady macroeconomic environment, developed cluster programmes, highly qualified research institutions and the huge investments in R&D that undeniably bring increased levels of innovation and productivity to the seafood industry, among others. Oppositely, the Portuguese cluster is still in the development process, has more notable flaws in the levels of education of the workforce and is not being capable to attract much private investments due to excess bureaucracy, along with the low levels of R&D investment.
