The smart city case
: how to involve its different stakeholders

Abstract

This paper’s research is based on the development of a smart city strategy focusing on how the different stakeholders within a smart city context can be involved and integrated in the development process, in a way that creates value for them. The case study used describes the collaborative project developed between two different organizations, a municipality itself and an external advisory organization, whose services were contracted by the first. The results derived from this research showed that it is important to classify stakeholders in distinct groups, as they have different levels of knowledge and of interest, ultimately having distinct needs and expectations in terms of smart city initiatives. This allows a more structured and targeted approach for involving each group, as the study also provided different tools and mechanisms that can be used to involve and promote collaboration amongst the different stakeholder groups. In terms of how to create stakeholder value trough this involvement, the results outline some essential measures that should be adopted by organizations, such as building relationships, aligning needs and expectations, and creating products that will directly benefit and improve their quality of life. These findings will contribute to future smart city development strategies, providing city officials and organizations, insights and tools to understand how they can involve stakeholders in the management process in a way that adds real value to both sides.
