The high number of different occurrences that can exist in a given video sequence makes it very difficult to encode at a constant bit rate while maintaining constant the picture quality. This paper presents a 'feed forward bit rate control' to improve the perceptual quality of a video sequence. The algorithm also produces indexing information that allows detecting and classifying scene cuts.",
