Resumo

This article describes the tendency towards centralization and use of CPBs in Portugal, mostly by proving an overview of the Portuguese legal framework on the topic. Legal issues surrounding the nature, structure, financing and efficiency of CPBs when conducting procurement activities were addressed in this article. Furthermore, the types of procurement techniques use by Portuguese CPBs were also subject of our analysis with a special focus on framework agreements, which is the procurement technique CPBs use more in the national context. Thus, changes in framework agreements and the potential impact CPBs have in restricting competition were also mentioned, specially concerning CPBs operating in the health sector.
