Resumo

On June 29/14, in the city of Mosul, the Islamic State of Iraq and Syria (ISIS) proclaimed the New Islamic State, as well as appointing a Caliph: Abu Bakr al-Baghdadi, who adopted the name of Caliph Ibrahim (Abraham).
The overwhelming majority of analyzes carried out by the media focus almost exclusively on the brutality of the acts of ISIS, portraying them only as a bloodier version of Al-Qaeda. However, it will not be possible to launch an efficient and effective counterstrategy against ISIS, if its political and religious agenda is not scrutinized. Thus, the objective of this paper is to verify whether ISIS is just an Al-Qaeda «clone» or whether it represents a more lethal threat. Furthermore, the origins of the ISIS will be examined as also: its political-religious strategy; its instruments of legitimation, and its support on social networks. Finally, we propose some measures to combat ISIS, concluding that we are facing a far more dangerous threat than al-Qaeda.
